Atchison, Kansas - Howard D. Ramsey 80, of Atchison, Kansas passed away Monday, November 4, 2013 at the Wathena Healthcare & Rehab. Howard was born on June 5, 1933 in Iatan, Missouri to Howard Vance & Etta Mae (Boatwright) Ramsey. He was a member of the U.S. Air Force.
